Our theme already maps the levels: the research stock ledger put developing-country adaptation needs in the hundreds of billions while international public flows stayed in the low tens; the AGR 2025 update re-anchored needs at $310–365B/year by 2035 against UNEP intl public $26B (2023); the Q3 OECD vintage printed provided/mobilised adaptation at $34.7B in 2024; and the August MDB + H1 refresh lifted the institutional tip to MDB LMIC adaptation $35B in 2025 (+31% YoY) while a benign H1 insured print of $42B did nothing to close the $424B protection-gap stock. This post asks the distribution question desks actually trade: how concentrated is residual climate-damage burden — and the thin finance tip meant to shrink it — at the top of the ladder?

Read the table as a family of market shares, not one number. Residual HHI tells you who still pays when insurance and public finance miss. Gap-geography HHI tells you where uninsured exposure dollars sit — including rich-country catastrophe corridors that dominate insured prints while developing regions dominate resilience failure. Donor HHI tells you how thin the OECD tip is even before you compare it to needs. Instrument concentration tells you that the public adaptation tip is mostly debt-like (67% loans), not grant-heavy. Analysts who quote only “adaptation finance rose” miss that the residual tip barely moved.
Residual ladder: households are the Top-1
Filter the dashboard to Residual ladder. The Lorenz-style curve for residual incidence rises to 40% at the first bearer, 67% once sovereign budgets are included, and 87% once insurance’s covered share is stacked — leaving MDB adaptation and bilateral public finance as a thin institutional residual (~13% combined in this constructed panel). Toggle Share % versus Cumulative % and the same tip story holds: the equal-split diagonal (five equal chairs) is nowhere near the actual curve.
That geometry is the adaptation-economics point. A half-year where rich-country storms dominate the insured ledger — Swiss Re H1 2026 insured nat-cat $42B, insurance ratio ~42% — can print a higher coverage ratio while households and SMEs still absorb the bulk of uninsured economic loss and while the modelled protection gap stays at $424B with resilience near ~27%. Insurance is the third rung of the residual ladder, not the top. When policy debates treat “insured losses” as the damage meter, they are sampling the covered sleeve, not the concentration of who pays.
The ranked residual bars make the incidence claim explicit. Households & SMEs at 40%, sovereign budgets 27%, insurance 20%, MDB adaptation 9%, bilateral/other public 4%. Pair that with the August update: MDB LMIC adaptation bouncing to $35B is real institutional progress — and still a single-digit share of residual incidence in this panel. Flows can rise without dethroning the household tip.
Protection gaps: dollars vs resilience disagree
Switch to Protection gaps. On the Swiss Re-style $424B gap stock used across this theme, North America leads in dollars (~$95B, ~22%), then South Asia (~$66B), LAC (~$62B), Sub-Saharan Africa (~$58B), Western Europe (~$55B), advanced Asia-Pacific (~$48B), and MENA (~$40B). Top-3 regions clear about 53% of the gap stock. Toggle the metric to Gap share % for the same ranking in percentage terms, or to Resilience % to invert the story: SSA (~6%) and South Asia (~8%) sit at the bottom of the resilience ladder even when they are not always Top-1 in absolute gap dollars.
The scatter panel puts the same regions on two axes desks actually need: resilience % versus gap $B, with bubble size proportional to gap share. Advanced North America and Western Europe sit higher on resilience and still carry large absolute gaps because exposure and reconstruction costs are enormous. South Asia and SSA sit low-resilience / large-gap — the stress quadrant. Filter by Income (advanced / emerging / developing) to see that “where the money is missing” and “where the insurance system fails” are related but not identical maps. Donors and instruments: a thin tip, mostly loans
Open Donors & instruments. On the OECD provided/mobilised adaptation tip of $34.7B (2024), the estimated bilateral concentration ladder puts Germany near 18%, Japan 16%, France 12%, the United States 11%, the UK 8%, the Netherlands 6%, and other developed providers 29%. Top-3 clears about 46%; donor HHI near 1,124 is the mildest concentration meter in this post. That is intentional. Adaptation finance is not “owned” by one sovereign the way some commodity midstreams are — it is a thin, multi-donor tip that still fails the needs test by nearly an order of magnitude.
The instrument donut is the sharper concentration inside that tip. OECD public adaptation in 2024 is roughly 67% loans / debt-like, 29% grants, and a small residual equity/other sleeve. Loan-heavy public adaptation means the “who pays” question does not end when a project reaches financial close: sovereign borrowers in LMICs still carry debt service while households remain the residual bearer when storms hit before seawalls and early-warning systems are built. Scarcity stack: needs still dwarf every flow ledger
Toggle Scarcity stack. Filter All / Needs / Flows / Gaps. The mid needs anchor (~$338B) and the implied gap versus MDB LMIC $35B (~$302B) dwarf every flow print in the panel: OECD $34.7B, UNEP intl public $26B, CPI tracked global adaptation $65B, and even the Swiss Re protection-gap stock of $424B as a damage ledger rather than a finance ledger. Do not sum across these bars. OECD, UNEP, MDB, and CPI numerators are different universes — provided/mobilised, intl public to developing countries, MDB own-account, and tracked global climate-finance tags.
The concentration lesson is about scarcity geometry, not arithmetic addition. When needs sit ~9–10× the largest single institutional adaptation engine (MDB LMIC $35B), even a perfectly diversified donor tip cannot close the residual household burden on any policy-relevant clock. Glasgow-style doubling targets and NCQG architecture debates matter; they still sit under a needs ceiling this post keeps visible so Top-1 / Top-3 finance shares are not mistaken for adequacy.
Who is exposed — and what would change the story
Exposed: uninsured households and SMEs in low-resilience corridors (SSA, South Asia, parts of LAC) whose out-of-pocket rebuild sits at the Top-1 of residual incidence; LMIC sovereigns borrowing into a 67% loan-heavy public adaptation tip while contingent disaster debt still lands on budgets; insurers and reinsurers whose ~27% global resilience print leaves most economic loss outside the covered sleeve; desks that underwrite “adaptation is funded” from an MDB YoY bounce or a benign H1 insured total without reading the residual ladder.
Relative winners under current rules: advanced-economy households and firms inside higher-resilience insurance systems (even when absolute gap dollars are large); MDB windows that expanded LMIC adaptation to $35B and remain the largest institutional engine beside bilateral OECD flows; grant-heavy niches inside the 29% public-adaptation grant sleeve; investors and cities that can price residual incidence by bearer rather than by headline insured loss.
What would change the story: a sustained multi-year rise in grant share that breaks the ~67% loan tip; donor diffusion that matters and a flows path that lifts UNEP/OECD/MDB numerators toward the $310–365B needs band rather than rearranging a $35B-class tip; insurance penetration that lifts the global resilience index well above ~27% in developing regions; or a residual incidence panel where households fall below sovereigns and insurers as Top-1. None of those dominate the 2024–2025 official vintages summarised here.

- OECD, UNEP, MDB, and CPI figures must not be summed; each answers a different accounting question (provided/mobilised, intl public, MDB own-account, tracked global tags).
- HHI values are analytical indexes on stated bucket shares (0–10,000), comparable within this dashboard, not antitrust screens.
