Our prior concentration print answered the distribution question with a hard scoreboard: the United States holds 45% of global data-centre electricity, US+China+Europe hold 85%, and US+China capture roughly 80% of growth to 2030. The Q3 Gartner + Electricity update then moved the path meters — world DC electricity to 565 TWh in 2026 (+26%), a dual-ledger 2030 gap (IEA ~950 vs Gartner >1,200), and worldwide stalled connection queues restated above 2,500 GW. This Q3 concentration lens asks the next desk question: did those vintage moves rewrite the top-of-distribution shares, or only stress the pace clocks around a sticky ladder?

Read the table as a stability-plus-scope scoreboard. Path meters moved. Stock concentration architecture did not. That is the Q3 contribution relative to the prior concentration companion: the dual ledger and queue stock wiggled; the top-of-distribution shares mostly stayed put — once you refuse to mix Gartner’s all-DC composition with IEA’s Energy-and-AI stock cut.

Scoreboard: five perimeters, one sticky architecture

Open Scoreboard. The vintage-delta bars show flat Top-1 / Top-3 stock shares beside rising near-term world TWh, a restated queue stock, and a dual-ledger gap. The scoreboard table separates those objects on purpose: IEA stock, Gartner composition, growth, local intensity, and queues are not interchangeable numerators.

The lens scatter puts stock (45% / 85%), growth (~45% / ~78% US+China as Top-2), US five-cluster / NoVa (13% / 50%), and local intensity (Virginia 25% / Ireland 20%) on one plane. Stock and growth sit in the high Top-3 corner. Cluster and local lenses print extreme local shares even when the global DC share of electricity is still only ~1.5–3%. That is the first hinge for Q3. Global averages still hide the politics; Q3 path meters did not invent that fact — they amplified the cost of ignoring it.

Perimeters: why 45% and 36% can both be true

Switch to Perimeters. The US-share compare panel is the analytical heart of this vintage. IEA’s 2024 DC electricity stock still puts the United States at 45%. Gartner’s June 2026 newsroom path puts the US at 36% of 565 TWh in 2026 — about 204 TWh, of which dedicated AI data centres take roughly 68 TWh (~one-third of the US total). AI-optimised servers already take 31% of data-centre power in 2026 on that path.

Those are not competing claims about the same pie. One is an IEA Energy-and-AI regional stock cut. The other is a Gartner all-data-centre electricity composition for a later year. Mixing them into a “US share fell nine points” headline is a category error. The second hinge is blunt: vintage deltas and concentration shares are different objects — and so are perimeters. Pair this with the Q3 update for the path narrative and with the US data-center power vs grid capacity post when you need LBNL demand-versus-miles rather than world shares.

The growth donut still shows US ~45% and China ~33% of incremental TWh to 2030 — together ~80%. Europe remains a single-digit growth slice. Electricity 2026 adds a related but non-identical meter: data centres account for about half of a ~420 TWh five-year US electricity demand add. That is concentration inside the US demand growth story, not a rewrite of the global stock ladder.

The dual-ledger line keeps IEA central (~950 TWh in 2030) and Gartner (>1,200 TWh) on separate tracks. Do not average them. The gap (~250 TWh) is a forecast-dispersion meter. It does not move Top-1 / Top-3 shares by itself — but it does raise the stakes of where the next gigawatts land if the higher path proves closer to right.

Clusters and local intensity: still where brownout politics live

Toggle Clusters. Northern Virginia remains the global hub — roughly 4.9 GW operating IT load and about 13% of reported global operational capacity in the carried public tallies. Flip the Y-axis to pipeline intensity and Dallas-class markets still show how load and development stack into the same corridors. Nearly half of US data-centre capacity still sits in five regional clusters; about 50% of US capacity under development remains inside those pre-existing large hubs.

Local intensity lollipops are unchanged for a reason. Virginia ~25% of state electricity and Ireland ~20% of metered supply are still an order of magnitude above the ~1.5% world average. Six US states remain above the 10% threshold. Emerging and developing economies outside China still hold roughly half of internet users and under 10% of global data-centre capacity. The third hinge: Q3 did not democratise siting. Faster world TWh growth without geographic diversification simply packs more megawatts into the same political grids.

Pace and queues: the concentration that did restate

Open Pace & queues. Demand clocks (campus ~2.5 years, GPU refresh ~1.5) still outrun grid clocks (US median interconnection ~5 years, transmission often 4–8). That mismatch was already the theme’s core physical question. What Q3 restates is the stock of delay: worldwide stalled connection queues above 2,500 GW, with an unlock band of roughly 1,200–1,600 GW if flexibility and grid-enhancing technologies clear. The carried IEA delay-risk share — about 20% of planned data-centre projects unless grid risks are addressed — sits beside that queue stock as a project-level probability, not a GW bar.

This is the fourth hinge. Concentration of delay risk can move even when concentration of country shares does not. A sticky Top-1 / Top-3 ladder plus a restated multi-terawatt queue is a worse planning problem, not a calmer one. Firm generation announcements do not clear deliverability by themselves when half the US pipeline still aims at five hubs.

Who is exposed — and what would change the story

Exposed: desks that treat Gartner’s 36% US electricity share as proof the IEA 45% stock ladder broke; soft-landing narratives that assume dual-ledger dispersion means geographic diversification; interconnection reform debates that quote national generation surplus while Virginia and Ireland intensity stay extreme; EMDE hosting pitches that ignore the still-yawning gap between internet-user share (~50%) and DC capacity share (~10%).

Relative winners under current rules: corridors that can site outside saturated US five-cluster footprints without losing latency or fibre depth; utilities and ISOs that clear flexible interconnection and GET packages inside the 1.2–1.6 TW unlock band; China growth share that still captures ~one-third of incremental TWh; equipment suppliers whose lead times bind wherever the same two countries bid ~80% of sector growth.

What would change the story: a superseding IEA period census that drops US stock share well below ~35% and Top-3 below ~70%; multi-year evidence that US pipeline share in existing large clusters falls well below 50%; Virginia and Ireland intensity peaking and then declining; EMDE ex-China capacity share rising toward internet-user share; stalled worldwide queues compressing toward the unlock band without simply relocating congestion to Dublin, Singapore, or the Pearl River Delta. None of those clear this Q3 window. The architecture is sticky; the path and queue meters are not.

Caveats and methodology

  • IEA regional stock shares (Top-1 45% / Top-3 85%) and US+China growth share (~80%) are carried from the prior concentration print and Energy and AI regional cuts. No new IEA period census in this window.
  • Gartner 10 Jun 2026 supplies near-term world / US TWh and AI-server power share. Scopes differ from IEA (Gartner 2025 print 447 TWh vs IEA Key Questions 485 TWh for adjacent vintages)do not splice into one forecast.
  • US 36% of 2026 DC electricity is not a re-statement of the IEA 45% stock share. Treat it as a separate perimeter.
  • Cluster IT loads outside Northern Virginia remain ranked estimates consistent with IEA named-market order; NoVa ~4.9 GW / ~13% anchors to public Cushman / JLARC tallies cited in the prior print.
  • Electricity 2026 queue stock (>2,500 GW) is a worldwide connection-queue restatement; prior theme posts sometimes used a US queue proxynot like-for-like.
