A high-hazard potential dam is not a prediction that the structure will fail. In the National Inventory of Dams (NID) vocabulary maintained by the U.S. Army Corps of Engineers, hazard potential is a consequence classification: if the dam fails, loss of life is expected. As of August 2024, ASCE’s Dams infrastructure card counts more than 16,700 such dams in the United States. That inventory has grown about 20% since 2012, mostly because downstream development reclassified structures that once sat above emptier valleys.

The preparedness question is narrower and more actionable. An emergency action plan (EAP) is the document that names who calls whom, how inundation maps are used, and which preplanned steps reduce damage and fatalities if an uncontrolled release begins. ASCE’s 2025 Dams card, drawing on Association of State Dam Safety Officials (ASDSO) and NID program metrics, reports that more than 11,000 state-regulated high-hazard potential dams — nearly 82% of that state-regulated high-hazard set — have an EAP on file. The residual is the headline: about 18% still do not.

What “high hazard” and “EAP” actually mean

Hazard potential is a failure-consequence label, not a condition grade. A well-maintained dam above a densely settled floodplain can be high hazard. A deteriorated embankment above remote pasture can be low or significant hazard. ASCE emphasizes that about 15% — more than 2,500 — of the nation’s high-hazard dams are assessed poor or unsatisfactory. Those two ledgers travel together in risk conversations and diverge in practice: an EAP does not repair a deficient spillway, and a satisfactory inspection does not evacuate a valley.

FEMA and ASDSO describe an EAP as identifying emergency conditions, specifying preplanned actions to limit property damage and loss of life, and triggering when failure or uncontrolled release is imminent. Useful EAPs include notification trees, inundation mapping, and exercise history. The 2020 Edenville Dam failure in Michigan is repeatedly cited because an EAP exercise informed orderly downstream evacuations and no casualties were reported — a reminder that paper plans only matter when they have been practiced.

State dam safety programs regulate the large majority of NID dams (about 69% of the inventory in long-running ASDSO framing). Federal agencies own a minority of structures but often operate under their own EAP regimes. That ownership split is why national sentences carefully say state-regulated high-hazard dams when quoting the 82% figure.

The arithmetic is deliberately framed as implied. ASCE publishes “more than 11,000” and “nearly 82%,” not a single audited NID extract reprinted here. Desk math that treats 11,000 as the with-EAP floor at 82% yields about 13,415 state-regulated high-hazard dams and about 2,415 without an EAP. Those are order-of-magnitude companions to the published percentages, not a substitute for querying the live NID `EAP` field state by state.

Even so, the policy reading is stable. Roughly one in six state-regulated high-hazard dams still lacks the minimum preparedness document that federal and state dam-safety orthodoxy has pushed for a generation. Against a national high-hazard inventory north of 16,700, the residual is large enough to matter for emergency managers, insurers, and downstream land-use boards — and small enough, relative to the 1999 baseline, that complacency is the greater risk than panic.

A quarter-century climb that flattened

Congressional Research Service reporting (R45981) tracks the long arc: state-regulated high-hazard EAP coverage rose from 35% in 1999 to 80% in 2018. FEMA’s mid-2000s Emergency Action Planning guide for state-regulated high-hazard dams put the share near 49% in that era’s NID update. ASDSO annuals placed coverage around 75% by 2014. ASCE’s 2021 card described 81% with EAPs as of 2018 (with a 77% prior-year print). The 2025 card’s ~82% for 2024 is essentially flat versus the early-2020s.

That is the uncomfortable shape of the series: steep gains for fifteen-plus years, then a plateau. Coverage did not reverse. It stopped closing the last fifth of the gap. Meanwhile the high-hazard inventory itself expanded — ASCE’s +20% since 2012 — as suburbs, industrial parks, and critical facilities filled floodplains that older classifications treated as empty. Holding an 82% rate while the denominator grows means absolute EAP counts can rise without shrinking the unprotected share.

The dashboard’s trend and inventory-index panels make that tension visible. An EAP share line that stalls near 82% beside a high-hazard inventory index that keeps climbing is not a story of finished work. It is a story of running to stand still on the residual.

Federal owners, state programs, and the 2018 gap

CRS’s 2018 cut is still the cleanest published ownership comparison: 74% of federally owned high-hazard potential dams had EAPs, versus 80% of state-regulated ones. Federal fleets are smaller and professionally staffed, which makes the lower federal share in that year noteworthy — a reminder that ownership labels do not automatically buy preparedness. By 2024, the state-regulated print had edged to ~82%, narrowing but not eliminating the residual.

State capacity remains uneven. ASCE notes that a typical state dam inspector may oversee on the order of 190 dams when construction oversight is included, and ASDSO staffing ratios for high-hazard dams per full-time equivalent have historically ranged from single digits to well over 100. Alabama’s recent move toward an opt-in dam safety program after years without a full program is a reminder that regulatory architecture itself still varies. EAP mandates, exercise requirements, and inundation-map standards are not uniform across fifty state codes.

Census-division composites in the dashboard — labeled as desk composites scaled to the national residual — put higher without-EAP shares in parts of the East South Central and other mid-coverage belts, and lower gaps in New England and Pacific panels. Treat those as ordinal exposure sketches, not official ASDSO state report cards. Condition is not preparedness — and both still lag

Crossing ASCE’s poor/unsatisfactory share (~15% of high-hazard dams) with EAP status produces an uncomfortable four-cell story. Some deficient dams have plans; some apparently sound dams do not. The highest-consequence cell is the overlap: structures that are both structurally concerning and unprepared for notification. The dashboard’s stacked condition panel is an illustrative overlay — it does not come from a published ASCE crosstab — but it forces the right question: closing the EAP gap and funding rehabilitation are complements, not substitutes.

Rehab money underscores the asymmetry. ASDSO’s non-federal rehabilitation need estimate sits at $165.2 billion, of which $37.4 billion is attributed to non-federal high-hazard potential dams. The High Hazard Potential Dam Rehabilitation Grant Program has been authorized far above what recent appropriations delivered; ASCE notes zero HHPD funding in FY2023 and FY2024 in its funding critique. EAPs are cheap relative to spillway rebuilds. That is exactly why an 18% residual is hard to defend: the missing plans are not the billion-dollar projects.

How to read the dashboard without over-claiming

Caveats and what would move the 18%

Several caveats should travel with every share of this piece. First, hazard potential is not failure probability; quoting high-hazard counts without that disclaimer invites scare headlines. Second, the 82% / 18% figures are ASCE’s state-regulated framing citing ASDSO/NID program metrics — they are not an independent recount of every NID row in this article. Third, division and state panels are desk composites calibrated to the national residual; they preserve ordinal structure for charts and must not be cited as audited state dashboards. Fourth, EAP “on file” is not the same as “exercised this year”; stale plans and missing inundation maps can inflate apparent preparedness. Fifth, federal and state EAP definitions and reporting clocks differ, which is why ownership comparisons need year labels. Sixth, condition assessments and EAP fields update on different cycles, so any crosstab is a conceptual overlay unless built from a single NID extract dated the same day.

What would move the headline? A NID public summary that publishes a current national with/without EAP count for all high-hazard dams (not only the state-regulated share); state program reports that retire the last low-coverage cohorts; restored HHPD and National Dam Safety Program appropriations that couple plan completion with rehabilitation; and exercise requirements that convert filed PDFs into practiced notification trees. Until then, the durable national fact pattern is this: high-hazard dams number more than 16,700, state-regulated EAP coverage sits near 82%, and roughly one in six of those state-regulated high-hazard structures still lacks an emergency action plan.
